Creates the "City of Jackson Revitalization Act" authorizing state general obligation bonds to fund infrastructure improvements and acquisition/demolition of blighted properties in Jackson, Mississippi.

Establishes the City of Jackson Development Fund to provide loans and grants for new business development and expansion of existing businesses in Jackson, administered by the Department of Finance and Administration.

Expands legal gaming by defining "project" under the Mississippi Gaming Control Act and imposing additional license fees on gaming establishments that are part of such projects, with revenue deposited into the City of Jackson Development Fund.

Provides revenue protection for Vicksburg and Warren County for five years if gaming revenue distributions fall below the three-year average prior to a new licensed gaming establishment opening.

Allows existing gaming establishments licensed before January 1, 2026, that make at least $100,000,000 in capital improvements to claim a credit against gaming license fees.
