Requires the Mississippi Development Authority (MDA) to conduct an annual study identifying public infrastructure conditions and needs in the 20 counties with the highest poverty rates in the state

MDA must submit a report on its findings to the Legislature by December 31 of each year

MDA must provide guidance and assistance to these 20 high-poverty counties in seeking federal and state loans, grants, and other financial assistance for infrastructure improvements

Effective date: July 1, 2026
