Simple possession of 30 grams or less of marijuana reduced from a criminal offense to a civil penalty with a maximum fine of $100, deposited to the general fund of the municipality or county where the fine is imposed

Municipal courts granted jurisdiction over civil offenses in addition to existing jurisdiction over municipal ordinance violations and state misdemeanor laws

Existing criminal penalties for synthetic cannabinoids (10 grams or less) remain unchanged at $100-$250 fine

Repeat offense provisions maintained: second conviction within 2 years carries $250 fine, up to 60 days jail, and mandatory drug education; third conviction within 2 years carries $250-$1,000 fine and up to 6 months jail
