Appropriates $10,000,000 from the State General Fund to the Mississippi Development Authority to establish a Rural Broadband Pilot Grant Program for fiscal year 2027 (July 1, 2026 - June 30, 2027)

Eligible grant uses include broadband infrastructure construction (fiber, fixed wireless), engineering and feasibility studies, make-ready costs, and equipment directly related to broadband deployment

Only towns and municipalities with populations under 10,000 that lack adequate broadband service are eligible to apply for competitive grants

Applicants must provide a local match of at least 10% of total project cost, which may include cash, in-kind services, or other non-state funds

Mississippi Development Authority must coordinate awards with federal broadband funding to avoid duplication and maximize efficient use of resources
