MS HB2

Creates the Mississippi Educational Freedom Program establishing Magnolia Student Accounts (MSAs) that provide public funds for families to pay for private school tuition, homeschool expenses, tutoring, and other approved educational services.

Prioritizes eligibility based on household income, with students from families earning below area median income thresholds receiving first access; includes separate pools for students with special needs, those zoned to D/F-rated public schools, and general applicants.

Funds MSAs at varying amounts based on student category, with special needs students receiving up to 2.5 times the base amount; unused funds may carry forward and be used for postsecondary education after high school graduation.

Transfers administration of the Equal Opportunity Scholarship for Students with Special Needs Program from the Department of Education to the State Treasurer's Office effective July 1, 2027.

Prohibits state regulation of participating private schools' curriculum, admissions, hiring practices, or religious instruction, while requiring health/safety compliance and annual student assessments with results reported to the fund manager.
