Creates the "Historic Courthouse Fund" in the State Treasury, administered by the Department of Archives and History, to provide grants to counties for maintenance and restoration of historic courthouses

Requires counties to provide 25% matching funds to receive a grant from the fund

Authorizes the Department of Archives and History to solicit and accept donations, bequests, and gifts of money or property, with authority to sell donated property and deposit proceeds into the fund

Unexpended funds remain in the account at fiscal year end without lapsing to the General Fund, and earned interest stays in the fund

Takes effect July 1, 2026
