Authorizes issuance of up to $2,000,000 in state general obligation bonds to assist Holmes County, Mississippi with infrastructure improvements

Funds may be used for repair, rehabilitation, resurfacing, construction, and reconstruction of county roads and streets

Funds may also be used for improvements to county buildings and facilities, including repair, renovation, restoration, and upgrades

Creates the "2026 Holmes County Roads and Buildings Improvements Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds must be issued before July 1, 2030, with a maximum maturity of 25 years from date of issue, and are exempt from all Mississippi taxation
