Creates the Mississippi Healthy Living Account, a health savings account requiring quarterly contributions from enrollees with incomes between 50-138% of FPL, with cost-sharing capped at 2-5% of income depending on income level

Automatically terminates the expansion program if the federal contribution rate falls below 90%

Prohibits denying eligibility, enrollment, or services for failure to pay copays or premiums, with no cost-sharing required during the first six months of enrollment
