Creates the "Mississippi Joint Municipal Law Enforcement Act" allowing two or more municipalities within a county to establish a joint police department through resolution by their governing authorities

Establishes a governing board composed of the mayor from each participating municipality and the county sheriff, required to meet at least quarterly

Grants the board authority to hire a police commissioner, set budgets and salaries, purchase equipment, adopt bylaws, acquire and dispose of property, and enter into contracts

Requires filing an incorporation application with the Secretary of State for $50, resulting in the joint department becoming a public body corporate under the name "The Municipalities of ______________ Joint Police Department"

Mandates participating municipalities fund the joint department proportionally based on population, with larger municipalities paying a greater share; county boards of supervisors may also provide additional funding
