Creates a grant program administered by the Mississippi Development Authority to help businesses pay costs of providing and expanding cellular and broadband access in rural counties (population 30,000 or less) and rural municipalities (population 10,000 or less)

Establishes the "Rural Counties and Municipalities Cellular and Broadband Fund" in the State Treasury, with unexpended funds carrying over year to year rather than lapsing to the General Fund

Authorizes issuance of up to $15,000,000 in state general obligation bonds to fund the program, with no bonds to be issued after July 1, 2030

Limits individual grants to a maximum of 25% of the project cost, requiring businesses to cover the remaining 75%

Bonds may mature up to 25 years from issuance, are tax-exempt in Mississippi, and are backed by the full faith and credit of the state
