Removes the requirement for county sheriffs, assessors, and tax collectors to file monthly expense reports with the board of supervisors for approval at regular monthly meetings

Eliminates the mandatory quarterly lump-sum appropriation system where boards of supervisors had to appropriate one-fourth of the annual budget at the start of each quarter (October 1, January 1, April 1, and July 1)

Deletes the restriction that limited appropriations in the final quarter of an official's term to no more than one-fourth of the annual budget

Maintains existing requirements for these officials to submit annual budgets in July for the upcoming fiscal year and allows boards of supervisors to revise budgets and make supplemental appropriations at regular meetings

Preserves all other budget provisions including allowances for deputies' salaries, travel expenses, equipment, insurance, and the $1,000 annual clothing allowance for plainclothes investigators
