Adds June 19th (Juneteenth) to Mississippi's list of official legal holidays by amending Section 3-3-7 of the Mississippi Code

Juneteenth would join existing state holidays including New Year's Day, Robert E. Lee's/MLK Jr.'s birthday, Washington's birthday, Confederate Memorial Day, National Memorial Day/Jefferson Davis' birthday, Independence Day, Labor Day, Veterans' Day, Thanksgiving, and Christmas

The new holiday would follow the same rules as other legal holidays, meaning if it falls on a Sunday, the following Monday becomes the legal holiday

Municipalities and counties could substitute Juneteenth for Mardi Gras or another day, similar to substitution rules for most other legal holidays except MLK Jr./Robert E. Lee Day and Veterans' Day
