Requires state agencies to provide detailed specifications for participating in reverse auctions (the primary bidding method for purchases over $75,000)

Specifications must be published on the agency's website for 30 days before the reverse auction date

Specifications must also be published once weekly for 3 consecutive weeks in a local newspaper before the auction

If no local newspaper exists, notice must be posted at the courthouse or city hall, plus two other public places, with weekly publication in a newspaper with general circulation in the area
