Requires state agencies seeking to opt out of reverse auctions to obtain approval from the Public Procurement Review Board and submit a detailed explanation with an alternative bidding process

Requires local governing authorities seeking to opt out of reverse auctions to obtain approval from their own governing body and record findings in their minutes explaining why reverse auction is not in their best interest

Exempts reverse auctions from public construction contracts including design, construction, improvement, repair, or remodeling of buildings, roads, and bridges

Amends Section 31-7-13 of the Mississippi Code to differentiate approval procedures between state agencies (reviewed by Public Procurement Review Board) and local governing authorities (reviewed by their own governing boards)
