Establishes a framework for designating segments of Mississippi's public roadway system as "Memorial Highways" when local governing authorities submit official resolutions to the House and Senate Transportation Committees requesting such designations.

Designates a segment of Mississippi Highway 370 in Itawamba County, from the Lee-Itawamba County Line to Houston-Palestine Road, as the "Roger Campbell Memorial Highway."

Designates a segment of Mississippi Highway 363 in Itawamba County, from Centerville Road to Hall Road, as the "Jakob Edward Kindt Memorial Highway."

Requires the Mississippi Department of Transportation to erect and maintain appropriate signage along and approaching all designated memorial highway segments.

Takes effect July 1, 2026.
