Requires elections in both the municipality and the territory proposed to be annexed when 20% of qualified electors in the territory to be annexed petition within 60 days of the annexation ordinance

Annexation must be approved by majority vote in both the municipality and the proposed annexation territory for the annexation to proceed

Removes municipal annexation questions from chancery court proceedings, retaining court oversight only for municipal boundary contractions

Prohibits a municipality from proposing annexation of the same territory for 5 years if voters reject the annexation

Pending court actions on municipal boundary enlargement must be withdrawn, with elections held instead under the new process

Takes effect July 1, 2026
