Authorizes Grenada County, Mississippi to create the Grenada County Utility Authority as a public body corporate and politic to provide wastewater collection, treatment, and water systems in unincorporated areas of the county

Establishes a five-member board of directors appointed by the Grenada County Board of Supervisors, with staggered initial terms of one to five years and subsequent four-year terms

Grants the authority power to acquire property through eminent domain, issue revenue bonds and special assessment bonds, set rates and charges, and enter contracts with public agencies and utilities

Requires property owners to submit notice of intent and obtain board approval before constructing or installing any utility systems within the service area

Exempts the authority's service area from including any land within municipal corporate limits unless the municipality consents to inclusion
