Covers both residential and nonresidential vacant and abandoned properties that contribute to blight, property decay, crime, declining property values, and safety hazards

Requires registration of vacant structures, maintenance in compliance with applicable codes, submission of building plans to protect first responders, and proof of insurance

Establishes fees and penalties for noncompliance with registration requirements

Takes effect immediately upon passage
