Creates the Mississippi School Resource Officers School Safety (MS ROSS) Act to fund placement of one school resource officer (SRO) at each public and private elementary and secondary school campus in the state, beginning fiscal year 2027

Department of Public Safety will cover 75% of SRO employment costs up to $55,000 total salary per officer, with local law enforcement agencies and/or school governing bodies responsible for the remaining 25%

Establishes a special fund in the State Treasury with initial appropriation of at least $5 million for fiscal year 2027, followed by up to $2 million annually; authorizes issuance of up to $5 million in general obligation bonds if legislative appropriations are insufficient

Requires local law enforcement agencies and school governing bodies to submit joint applications and enter into memoranda of understanding specifying roles, responsibilities, and financial obligations for SRO employment

Mandates SROs complete Advanced Law Enforcement Rapid Response Training and maintain active presence on campus from one hour before school starts until one hour after instruction ends during the regular 180-day school year and extended programs
