Specifies 11 acceptable documents for proving Mississippi residency, including utility bills, bank statements, employer verification, insurance policies, vehicle registration, tax forms, residential leases, and student ID cards

Creates a "certificate for driving" for individuals with federal authorization to be in the U.S. for a specific period (valid 1-5 years) and for persons with disabilities who pass the driving test but not the written test (valid 4 years, restricted to travel to/from work)

Certificates for driving must be clearly distinguishable from driver's licenses and display "FOR DRIVING PURPOSES ONLY - NOT VALID FOR IDENTIFICATION"
