Authorizes the Lowndes County Board of Supervisors to establish an Industrial Zone Emergency Response District within 3.5 miles of the Golden Triangle Regional Airport to provide fire protection, emergency medical care, and other emergency response services to industrial taxpayers

Requires a petition signed by taxpayers representing 80% or more of total "participation factors" (calculated by multiplying annual employment by assessed property value) before the district can be created

Creates a 7-member board of commissioners with initial appointments including one LCIDA representative, three Steel Dynamics employees, and representatives from Paccar, Airbus Helicopters, and other designated taxpayers

Funds the district through special assessments split equally between ad valorem taxes on industrial real property and per-employee fees based on each taxpayer's average annual employment

Authorizes the district to issue bonds or debt obligations with up to 20-year terms for facilities and equipment, and exempts district property and revenue from all state, county, and municipal taxes
