Qualls was disqualified from voting due to multiple felony convictions: Burglary-Vehicle (February 2, 2004), Burglary-Nonresidential and Burglary-Vehicle (July and August 2007), and Burglary-Nonresidential (April 22, 2013)

Served sentences including 3 years in Intensive Supervision Program/House Arrest, 4 years with concurrent sentences in MDOC custody, and 3 years plus 1 year supervised probation

Final discharge from supervision occurred on March 28, 2015, and the Legislature states he has since conducted himself as a law-abiding citizen
