Prohibits Mississippi state and local agencies from establishing arrest quotas requiring peace officers or parking enforcement employees to meet specific numbers of traffic-related arrests or citations

Bans using the number of arrests or citations as the sole criterion for promotion, demotion, dismissal, or earning any employment benefit

Allows arrest and citation numbers to be considered only as part of overall performance evaluations alongside criteria such as attendance, punctuality, work safety, citizen complaints, commendations, and professional judgment

Applies to enforcement of Title 63 of Mississippi Code (motor vehicle laws) and related local ordinances

Takes effect July 1, 2026
