Increases the number of circuit court judges in Mississippi's First Circuit Court District from four to five, effective January 1, 2027

Creates a new "Place Five" judgeship position requiring the judge to reside in Itawamba, Monroe, or Pontotoc County

Modifies residency requirements so Place Two and Place Three judges may reside in any county within the district, rather than being restricted to Itawamba, Lee, Monroe, or Pontotoc County

First Circuit Court District encompasses seven counties: Alcorn, Itawamba, Lee, Monroe, Pontotoc, Prentiss, and Tishomingo

Takes effect July 1, 2026, with the judge increase provision becoming operative January 1, 2027
