Prohibits issuing driver's licenses and learner's permits to any person who is not a United States citizen or resident of Mississippi, effective July 1, 2026

Requires non-citizens with existing licenses or permits to present a certificate of naturalization upon expiration before renewal; until naturalization documentation is provided, they may only receive a state-issued identification card

Amends Section 63-1-9 of the Mississippi Code to add citizenship/residency as a requirement for license eligibility alongside existing requirements (age, no prior revocations, no physical/mental disabilities affecting driving)

Non-citizens who previously obtained licenses under existing law would have their licenses expire at the end of their current term (maximum 4 years from issuance or end of authorized U.S. stay, whichever is shorter) with no renewal available without naturalization
