Expands the Board of Veterinary Medicine from five licensed veterinarians to include one certified veterinary technician and one public member, with the public member prohibited from having ties to the veterinary profession

Defines a veterinarian-client-patient relationship as requiring the veterinarian to have seen the animal within the preceding 12 months, replacing the previous "recently seen" language

Prohibits anyone from using titles such as "veterinary technologist," "veterinary technician," "vet tech," or "CVT" unless credentialed by the board

Increases the age at which licensed veterinarians working part-time (less than 20 hours per week) are exempt from renewal fees from 65 to 70 years old

Authorizes the board to determine inspection fees and administrative fines rather than setting fixed statutory amounts, and allows the board to take disciplinary action against certified veterinary technicians including license revocation or suspension
