Brings forward 31 sections of Mississippi Code (37-28-1 through 37-28-61) comprising the "Mississippi Charter Schools Act of 2013" for purposes of possible amendments during the 2026 legislative session

Establishes the Mississippi Charter School Authorizer Board as the exclusive state agency for chartering, consisting of 7 members appointed by the Governor (3), Lieutenant Governor (3), and State Superintendent of Public Education (1)

Limits the Authorizer Board to approving a maximum of 15 charter applications per fiscal year, with charter schools in "A," "B," or "C" rated districts requiring local school board endorsement by majority vote

Requires charter schools to be open to students in the district where located and students from districts rated "C," "D," or "F," with enrollment composition reflecting at least 80% of the district's underserved student population

Grants initial charters for 5-year terms and authorizes the board to receive 3% of annual per-pupil allocations from state and local funds for each charter school it authorizes
