Establishes a 5-year mandatory minimum sentence for sexual battery convictions when the victim is under age 16, with maximum sentences of up to 30 years for first offenses and 40 years for subsequent offenses

Creates a 10-year mandatory minimum for second or subsequent sexual battery offenses against victims under age 16

Applies the 5-year mandatory minimum to offenders aged 18-20 and those 21 and older when their victim is under 16, regardless of the existing maximum sentence structure

Maintains existing penalties for sexual battery against victims 16 and older, with maximums of 30 years for first offenses and 40 years for subsequent offenses

Takes effect July 1, 2026
