Establishes the Mississippi Health Information Exchange as a statewide system for real-time bidirectional sharing of patient admission, discharge, and transfer data between hospitals, practitioners, payers, and public health entities

Requires all licensed hospitals and community mental health centers to connect to the exchange and participate in bed availability programs as a condition of state licensure

Designates the State Department of Health to select a nonprofit entity through competitive bidding to administer the exchange, with an initial contract term of at least 5 years

Exempts all records transmitted through the exchange from the Mississippi Public Records Act and allows patients to opt out of participation without being denied healthcare

Creates the Mississippi Health Information Exchange Fund as a special Treasury fund to support participant connection costs, interface development, cybersecurity, and subscription fees
