Revises the Fourth Circuit Court District to include Holmes and Humphreys Counties (in addition to Leflore, Sunflower, and Washington Counties) effective January 1, 2031, while reducing from four subdistricts to two subdistricts at that time.

Expands the Seventh Circuit Court District to add Claiborne and Jefferson Counties to Hinds County effective January 1, 2027, increasing from five to six subdistricts temporarily before consolidating to three subdistricts by 2031 and two subdistricts by 2035.

Maintains four circuit judges for the Fourth Circuit Court District and adjusts the Seventh Circuit Court District from five judges to six judges (2027-2035), then reduces to five judges after January 1, 2035.

Modifies precinct assignments within subdistricts for both circuit court districts, including specific precincts within the Capitol Complex Improvement District boundaries for the Seventh Circuit.

Establishes special qualifying deadlines for judicial candidates in both districts, requiring candidates for terms beginning January 1, 2027, to file intent no later than 5:00 p.m. on the fifth day after the act's effective date.
