Creates the Holly Springs Utility Department Board consisting of nine members: five appointed by the City of Holly Springs, two by Marshall County Board of Supervisors, and two by Benton County Board of Supervisors

Board members serve four-year terms, with initial appointments staggered between one and four years

Board has authority to manage and control Holly Springs Utility Department systems and services both within and outside municipal limits

Members must be qualified electors of their appointing authority and cannot hold other county or municipal offices for honor or profit

Board members may be removed for cause by their appointing authority with ratification by a chancery judge; effective date is July 1, 2026
