Requires owners and lessees of private land containing cemeteries, graves, or burial sites to allow access to family members, descendants, friends of the deceased, cemetery plot owners, and persons conducting genealogical, historical, or cultural research after reasonable notice is given

Limits access rights to visiting graves, maintaining burial sites, conducting research, or burying deceased persons in owned plots

Grants landowners and lessees authority to set reasonable restrictions on frequency, hours, duration, and access routes for cemetery visits

Holds visitors liable for any damage caused to private land, cemeteries, gravesites, or burial sites during their access

Provides civil liability immunity to landowners and lessees for injuries or incidents arising from granted access, except in cases of gross negligence or willful misconduct

Takes effect July 1, 2026
