Revises Mississippi's alcohol policy from prohibition-based to legalized manufacture, sale, distribution, and transportation of alcoholic beverages statewide effective January 1, 2027, except in counties that subsequently vote to institute local prohibition.

Eliminates the previous requirement for counties and municipalities to hold elections to "come out from under" prohibition; instead, alcohol sales become legal by default unless a locality votes to prohibit them.

Restricts how frequently elections on alcohol prohibition may be held in counties and municipalities, changing the process for local option decisions.

Modifies delivery service permit requirements by revising responsibilities of package retailers that contract with delivery service permittees for alcoholic beverage and beer/light wine/light spirit product deliveries.

Updates numerous statutory references throughout Mississippi Code Title 67 (alcoholic beverages) and related tax and criminal code sections to conform with the new policy framework.
