Creates a new "grocery store wine-only retailer's permit" allowing grocery stores to sell wine in original sealed packages for off-premises consumption.

Defines "grocery store" as a retail establishment primarily selling food products, with a designated wine sales area of at least 500 square feet separate from other merchandise.

Requires package retailer's permit holders to derive at least 50% of their licensed premises revenue from alcoholic beverage sales in original sealed packages (excluding beer).

Limits any person to owning or controlling no more than six package retailer's permits.

Establishes license tax requirements for the new grocery store wine-only retailer's permits through amendments to Section 27-71-5.
