Appropriates $150 million total to the Department of Finance and Administration for grants under the Mississippi Hospital Recovery Trust Program through June 30, 2027

Funding sources include $135 million from the Coronavirus State Fiscal Recovery Fund (ARPA), $13 million from the Health Care Expendable Fund, and $2 million from the State BP Settlement Fund

Requires the department to verify that ARPA funds are spent only on eligible expenditures under federal guidelines and that recipients have not received reimbursement from other sources for the same expenses

Mandates compliance with the federal Single Audit Act and Uniform Guidance requirements for internal controls, sub-recipient monitoring, and audits

Holds the department or grant recipients responsible for repaying the state if federal inspectors determine funds were used improperly and require repayment to the federal government
