Creates the Mississippi Menhaden Processing Plant Odor Elimination Task Force to review and recommend ways to eliminate odor and toxic air pollution from menhaden processing plants on the Mississippi Gulf Coast

Task force membership includes 6 members: Executive Directors of Marine Resources and Environmental Quality (or designees), 2 House members and 2 Senate members representing Gulf Coast districts

Task force duties include assessing air quality impacts, evaluating existing odor reduction measures at processing plants, identifying needed facility changes, and recommending state law changes

Requires monthly meetings with reports to the Legislature, and a final report with recommendations and proposed legislation due by December 1, 2026, after which the task force dissolves

Department of Marine Resources provides staff support; members receive no compensation but may be reimbursed for mileage and expenses
