Amends Mississippi Code Section 63-1-33 to require the Commissioner of Public Safety to administer a practical road test for driver's license applicants to demonstrate safe operation of a motor vehicle in real-time traffic conditions

Maintains existing exemption allowing secondary school driver education programs certified by the State Board of Education to substitute for the department-administered examination

Preserves the parental/guardian affidavit option where 50 hours of witnessed driving can substitute for the department's skills test

Requires license examiners to inspect horn, lights, brakes, vehicle registration, and proof of liability coverage before administering the road test

Effective date: July 1, 2026
