Developers must verify account holder age category data through app stores, notify app stores of significant changes to apps, and cannot enforce contracts against minors without verified parental consent

Parents or minors harmed by violations can bring civil actions for damages of at least $1,000 per violation plus attorney's fees, and the Attorney General can seek civil penalties up to $7,500 per violation

Developers have safe harbor protection if they relied in good faith on age category data and parental consent verification provided by app stores
