Removes the Mississippi Public Service Commission from the list of state agencies required to be funded through appropriations from the State General Fund under the MS Budget Transparency and Simplification Act of 2016

Restores the Public Service Commission Regulation Fund as the dedicated funding source for commission operations, with fees and assessments deposited directly into this special fund rather than the General Fund

Deletes provisions from multiple sections of Title 77 (Sections 77-1-6, 77-1-15, 77-1-29, 77-1-53, 77-3-8, 77-3-87, 77-3-89, 77-3-503, 77-3-507, 77-3-509, and 77-11-201) that required commission expenses to be paid from General Fund appropriations

Modifies the utility tax collection process so the Department of Revenue pays collected taxes into the Public Utilities Staff Regulation Fund and Public Service Commission Regulation Fund proportionally based on legislative appropriations to each fund

Removes restrictions that prohibited state agencies from charging other state agencies fees for services related to Public Service Commission activities
