Requires petitioners to obtain permission from the Mississippi Supreme Court before filing post-conviction relief motions in trial court if a previous post-conviction motion was already denied and affirmed on appeal

Adds a new 3-year time limit trigger: petitioners must seek Supreme Court permission if more than 3 years have elapsed since the time for appealing their conviction

Expands existing gatekeeping requirements that previously only applied when the original conviction was affirmed on appeal to now include denied post-conviction motions

A quorum of Supreme Court Justices must convene and grant an order allowing the motion to proceed to trial court

Takes effect July 1, 2026
