Authorizes up to $1,550,000 in state general obligation bonds for Bolivar County riverfront development, including $1,300,000 for Phase 3 of the Terrene Landing project near Rosedale and $250,000 for Great River Road State Park improvements.

Allocates up to $180,500 in bonds for civil rights tourism projects: $80,500 for the Mound Bayou African American Museum and Interpretive Center renovations, and $100,000 for civil rights historical site signage throughout Bolivar County.

Provides up to $440,000 in bonds for City of Cleveland downtown improvements, including a pocket park, food truck park, skate park, community center/kitchen renovations, a mural on Kamien Way, and electric vehicle charging stations.

Authorizes up to $519,000 in bonds for Cleveland parks and recreation facilities, covering parking lot improvements at Amzie Moore Park, HVAC installation at Park Commission Gym, upgrades to Anderson Park and Fireman's Park, and Armory renovations.

All bonds must be issued before July 1, 2030, with a maximum maturity of 25 years, and the act takes effect July 1, 2026.
