Authorizes issuance of up to $1,000,000 in Mississippi state general obligation bonds to fund improvements at Richard M. Coleman, Sr. Recreational Park in Bolivar County

Creates the "2026 Bolivar County Richard M. Coleman, Sr. Recreational Park Fund" as a special fund within the State Treasury to receive bond proceeds

Funds may be used for construction, furnishing, equipping, expansion, repair, renovation, and infrastructure improvements to buildings, facilities, property, and roads at and near the park

Bonds must be issued by July 1, 2030, with a maximum maturity of 25 years from date of issue and interest payable semiannually or annually

Bond income and the bonds themselves are exempt from all Mississippi state taxation, and bonds are backed by the full faith and credit of the state
