Removes the age restriction that previously required a person to have been convicted before their 23rd birthday to be eligible for misdemeanor expungement under Section 99-19-71

Allows any first-time offender convicted of a misdemeanor in municipal court (excluding traffic violations) to seek expungement regardless of their age at the time of conviction

Maintains existing expungement requirements including demonstration of rehabilitation and good conduct for two years since the last conviction

Takes effect July 1, 2026
