Establishes the Downtown Jackson Revitalization Coalition, a 21-member body bringing together federal, state, and local stakeholders to develop a comprehensive plan to revitalize downtown Jackson, Mississippi's capital city

Coalition membership includes both U.S. Senators, Congressman Bennie Thompson, the Governor, Lieutenant Governor, Speaker of the House, Mayor of Jackson, and leaders from various development authorities and community organizations

Lieutenant Governor must convene the organizational meeting before July 1, 2026, with subsequent meetings held monthly; all decisions require majority vote of members present

Members serve without compensation, though state and local government employees may receive mileage reimbursement; the coalition may accept gifts, donations, and grants from public or private sources

Report due to the Governor and Legislature by December 15, 2026, must include inventory of existing improvement resources, recommendations for reducing crime, spurring economic development, and improving infrastructure
