Bail agent licenses (professional, soliciting, or bail enforcement) must be suspended by the Commissioner when a court renders a civil judgment against the agent for money owed to an insurer or professional bail agent related to employment or termination

Suspended licenses may be reinstated after the judgment is satisfied by requesting a hearing under Section 83-39-17 and presenting proof of satisfaction

Credit card transaction fees, bond transfer fees, and other fees authorized by law or regulation are explicitly excluded from the 10% or 15% premium, commission, or fee caps that bail agents may charge

The bill takes effect July 1, 2026
