Amends Mississippi Code Sections 23-15-631, 23-15-637, 23-15-639, 23-15-651, and 23-15-721 governing absentee ballot deadlines for federal elections

Creates a contingent trigger requiring all absentee ballots to be received by the day before the election (eliminating the current 5-business-day post-election window) if the U.S. Supreme Court rules that federal law preempts state absentee ballot laws

Requires the Mississippi Attorney General to publish a determination in the Secretary of State's administrative bulletin when a qualifying Supreme Court ruling occurs, which activates the new deadline

Maintains current law (ballots postmarked by election day, received within 5 business days) until such a Supreme Court ruling is made

Includes severability provisions allowing current absentee ballot laws to remain in effect if any portion of the act is declared unconstitutional or enjoined
