Establishes the PEER Committee's authority to review up to 15 newly adopted state agency administrative rules in the first year (starting July 1, 2026) and up to 30 rules annually thereafter, with reports on conformity to legislative intent due by December 15 each year

Requires the PEER Committee to conduct performance evaluations of the Medicaid nonemergency transportation program every three years to assess administration and provider cost-effectiveness

Creates the State Board of Health Professions with 11 members to coordinate health regulatory boards, evaluate whether health care professions should be regulated, resolve inter-board conflicts, and advise on scope of practice issues

Strengthens PEER Committee subpoena enforcement by establishing criminal penalties for non-compliance and civil enforcement mechanisms, with the Senate Sergeant-at-Arms required to serve subpoenas upon request

Modifies Prison Industries Corporation's Work Initiative Program to calculate participant withholdings based on wages after mandatory deductions and requires reporting on dependent support payments, restitution, remaining sentence length, and financial account creation dates
