Creates a 9-member study committee to examine funding and full payment of health insurance for certified law enforcement officers, firefighters, and other first responders who reach retirement age under the Public Employees' Retirement System

Committee membership includes presidents (or designees) from five professional associations: Mississippi Law Enforcement Officers Association, Sheriffs Association, Association of Chiefs of Police, Fire Chiefs Association, and Firefighters Association

Four government representatives will serve: one state senator appointed by the Lieutenant Governor, one House member appointed by the Speaker, one Department of Finance and Administration member appointed by the Governor, and one PERS Board of Trustees member

Appointments must be made within 30 days of the act's effective date, with a majority constituting a quorum for official business

The committee will be dissolved on or before January 1, 2027, with PEER Committee providing staff and support for its operations
