Creates a new administrative process allowing the State Registrar to issue a Certificate of Foreign Birth without requiring judicial proceedings for children who automatically acquired U.S. citizenship through foreign adoption under the federal Child Citizenship Act

Exempts children with a federal Certificate of Citizenship obtained through the Child Citizenship Act from existing judicial proceeding requirements under Sections 93-17-301 through 93-17-307

Requires adoptive parents to submit specific documentation including: the child's Certificate of Citizenship, certified foreign birth certificate with English translation, U.S. Embassy-certified adoption documents, child's social security card, parent photo ID, and proof of Mississippi residency

Directs the State Registrar to develop necessary forms for parents to request the Certificate of Foreign Birth

Effective date of July 1, 2026
