Establishes a citizen initiative process allowing Mississippi voters to propose new statutes or amend/repeal existing laws through petition, bypassing the Legislature

Requires petition signatures from at least 12% of votes cast in the last gubernatorial election, collected over 12 months, with signatures distributed across congressional districts to prevent geographic concentration

Prohibits initiatives from modifying the Bill of Rights, the Public Employees' Retirement System, appropriations from the State Treasury, right-to-work protections, or the constitutional amendment initiative process

Requires initiatives to pass with both a majority of votes cast on the measure and at least 40% of total votes cast in the election; limits ballots to three initiative proposals maximum

Protects approved initiatives from legislative amendment or repeal for two years unless the Legislature declares an emergency and passes changes with a three-fifths vote of each chamber
